Gustavo Flores-Macías is Professor of Government and Public Policy at Cornell University and Senior Associate Dean for Academic Affairs at Cornell's Jeb E. Brooks School of Public Policy. He is the author of Contemporary State Building: Elite Taxation and Public Safety in Latin America and After Neoliberalism?
